Coordinating College Preparation Across the Nation’s Eighth-Largest School District
The School District of Philadelphia serves a significant number of low-income families, and preparing these students for post-secondary success requires sustained, coordinated effort across multiple years and dozens of partner organizations. When the district launched its Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) initiative in 2009—and expanded it with a second $4.4 million annual grant in 2014—the challenge was clear: how could program staff effectively monitor the progress of approximately 6,000 students across 42 middle schools and 12 high schools?
GEAR UP offers a comprehensive array of services including academic enrichment, advisement and mentoring, college visits, financial aid awareness activities, and family engagement programming. With such a diverse portfolio delivered by multiple partner organizations across 54 schools, program administrators faced critical questions: Which students are engaging most intensively with services? How does participation correlate with attendance, credit accumulation, and behavioral outcomes? Are certain schools or demographic subgroups underserved? And crucially, how can partners access this information quickly enough to adjust programming in real time?
Traditional evaluation reports, while valuable for documenting impact, couldn’t provide the immediate, actionable intelligence that staff needed for day-to-day program management. The initiative required a robust data infrastructure that could integrate multiple information streams, track student participation longitudinally, and present complex data in formats accessible to users without technical expertise.
Creating an Integrated Data Ecosystem for Program Monitoring
Metis Associates developed a comprehensive data management solution that transformed how Philadelphia GEAR UP stakeholders access and use program information. At the foundation is a Web-enabled database that collects and preserves detailed records of student, parent, and educator participation in GEAR UP activities. This participation tracking system—unique to GEAR UP’s multi-year model—enables longitudinal analysis of how sustained engagement influences college readiness outcomes as students transition from middle school through high school graduation.
Through a menu of user-friendly reports, project staff and partners can monitor overall programming at multiple levels of granularity: individual student participation, specific activity engagement, school-level implementation, and partner organization contributions. This multi-level visibility ensures that all stakeholders—from site coordinators to district administrators—have access to the information most relevant to their roles.
Building on this foundation, Metis created a Tableau dashboard that integrates data from diverse sources into a unified analytical platform. The dashboard consolidates:
- Student and parent survey responses capturing perceptions of college readiness and program value
- Professional development feedback forms documenting staff capacity-building efforts
- Program participation data for students, parents/guardians, and educators, including type of service received, intensity of programming, and partner organization delivering the service
- District administrative data including demographics, academic achievement, suspension records, and attendance patterns

Key features of the dashboard include:
- Multi-source data integration: Rather than requiring users to consult separate reports from different data systems, the dashboard presents a holistic view of students, parents, and educators engagement and outcomes
- Flexible disaggregation: Users can analyze data by school, grade level, demographic subgroup (race/ethnicity, gender, ELL status, special education status, socioeconomic indicators), and participation intensity
- Longitudinal tracking: Because students participate in GEAR UP from middle school through high school graduation, the system maintains multi-year records that reveal growth patterns and long-term outcomes
- Accessible visualization: Complex statistical analyses are translated into intuitive charts and graphs that non-researchers can interpret confidently
Recognizing that technology alone doesn’t ensure effective use, Metis provides ongoing technical assistance to the project team and partners on collecting, analyzing, and reporting data. This capacity-building work helps ensure that all stakeholders can leverage the dashboard effectively, regardless of their prior data experience. The goal is not just to provide data access, but to cultivate a culture of evidence-based decision-making across the entire GEAR UP network.
Empowering Partners to Drive Continuous Improvement
The impact of Philadelphia GEAR UP’s data infrastructure extends far beyond reporting—it has fundamentally changed how the program operates. Data from the dashboard are reviewed regularly by program staff and partners, who use the information to assess progress toward college readiness objectives and understand how services vary by school, grade level, and demographic group.

Practical applications include:
- Tracking Participation Patterns: Dashboard analyses reveal which partner services attract consistent engagement versus one-time participation, enabling refinement of programming strategies. When certain activities show declining attendance over time, partners can investigate barriers and adjust scheduling, format, or outreach approaches. For instance, if evening family engagement events at specific schools draw limited participation, partners can explore alternative times, transportation solutions, or virtual options.
- Coordinating Multi-Partner Services: With numerous partner organizations delivering complementary services across 54 schools, the dashboard ensures coordinated rather than duplicative efforts. Program leadership and partners can see which groups of students are already receiving intensive mentoring and may benefit more from financial aid workshops, or which schools have robust college visit programming but limited academic tutoring support. This bird’s-eye view enables strategic resource deployment across the network.
- Monitoring College Readiness Progress: The longitudinal tracking system captures students’ evolving college awareness and preparation as they progress from middle school through high school. Staff can analyze trends in college aspirations, understanding of financial aid, completion of key milestones (SAT/ACT preparation, college applications, FAFSA completion), and engagement with college exploration activities—adjusting programming when indicators suggest students are losing momentum in their post-secondary planning.
- Linking Participation to Outcomes: The integrated dashboard displayed annual dosage analyses, which consistently showed that intensity of participation is associated with better attendance, credit accumulation, and behavior outcomes—findings that strengthen the case for continued investment in the program and help partners understand which service combinations yield the strongest results.
- Facilitating Evidence-Based Collaboration: The dashboard has fostered greater collaboration among partners by creating a shared understanding of program implementation and outcomes. When school counselors, community-based organization staff, and district administrators view the same data, conversations shift from anecdotal impressions to evidence-based problem-solving.
This data literacy has become a core competency across the Philadelphia GEAR UP network, enabling more strategic, responsive, and ultimately more effective college preparation services for the thousands of students the initiative serves. Rather than waiting for end-of-year evaluation reports, partners make participation-based programming adjustments throughout the school year, ensuring that services remain aligned with students’ evolving needs as they navigate the path to college.
