Metis Associates’ strategic planning and program and policy analysis services help clients to assess the effectiveness of their programs in light of current trends and the regulatory environment, and to use the findings to inform and support organizational decisions. Metis typically begins a strategic-planning process by defining or redefining an organization’s vision, mission, or goals. It also collaborates with each client to conduct an “environmental scan”—a review of economic, societal, and cultural factors and trends that affect the client’s mission and programs. Metis undertakes a thorough assessment of internal needs and resources and becomes fully informed about the requirements and expectations of potential funding sources. Our team uses impact analysis, needs assessment, and other methods to examine the success of current policies and programs, identify gaps between objectives and outcomes, and analyze the potential impact of proposed changes to policy and practice. Once this initial exploration phase is complete, Metis partners with clients to help them redefine goals and to understand and implement the proposed changes. In this process, Metis always encourages its client to identify and capitalize on its organizational strengths and assets. One of our strengths is capacity building, and we frequently propose ways for organizations to expand their missions, augment (if necessary) their organizational structures or infrastructures, and develop programs that best accomplish their goals and promote their agendas. Metis staff are expert in promoting leadership development within organizations, and we also focus on helping clients build their capacity for self-evaluation, information management, program development, and succession planning.
