Learning Exchange Charter School Partnership, Kansas City, Missouri
In June 2004, Metis Associates completed an evaluation of the 17 Kansas City, Missouri, charter schools. The evaluation, funded through the Learning Exchange with grants from the Kauffman and Hall Foundations, was designed to assess the impact that the charter schools were having on student performance and to provide findings to the schools to improve instructional practices, curricula, and, ultimately, student achievement. This comprehensive qualitative and quantitative evaluation involved multiple methods, measures, and subjects and sought to inform local and national policy regarding the place of charter schools in the debate over choice in public education.
