Metis Begins an Evaluation Project with Palm Beach County Children’s Services

Metis has a begun a multiyear evaluation project with the Children's Services Council of Palm Beach County, Florida. The council works with multiple local agencies to promote a continuum of care for children and families through home-visiting programs that support new parents in child rearing and help ensure that children are prepared to enter school. Funds for these services, dedicated by voters, also aim to promote healthy births, avert abuse and neglect, and secure access to quality afterschool and summer programs.

Two of the home-visiting programs are nationally known, evidence-based models: Healthy Families and the Nurse-Family Partnership. Two additional programs are adaptations of the Healthy Beginnings Nurses program. Families are referred to the council through doctors' offices, child care centers, the Florida Department of Children and Families, and other avenues. Once families are identified, they are assessed by a designated social service agency, and then, if eligible, referred to the various visiting programs.

The Children's Services Council in 2012 chose Metis, through a competitive process to conduct a multi-dimensional evaluation of its programming. For the two evidence-based programs, Metis will seek to validate their effectiveness in Palm Beach County and further build the body of evidence of the programs' impacts. For those locally developed programs that have not been subject to research, Metis will begin to establish an evidence base. In addition to studying each program separately (using rigorous quasi-experimental designs that incorporate propensity score matching techniques), Metis will compare the four programs to determine which ones are the most cost effective for various target outcomes and to inform the council's future allocation of resources.
