The Magnet Compass Features an Interview with Metis’s Claire Aulicino

Metis’s Claire Aulicino was a featured expert in the August 2013 issue of The Magnet Compass, published by the Magnet Schools Assistance Program (MSAP) Technical Assistance Center. Claire, a Metis senior research associate, has conducted external evaluations of MSAP grants for 10 school districts in five states since 2001. She is currently evaluating magnet programs in New York City’s District 14; Orangeburg County South Carolina; Champaign Unit 4 School District in Illinois; and Broward County Public Schools in Florida.

In the article, Claire discusses the use of needs assessment from the earliest stages of magnet grant development through the implementation of magnet programs. She addresses the collection of data during the grant-application process to identify “gaps in student achievement, enrollment diversity, and staff knowledge and skills” as well as during the implementation process to compare the proposed plan to the reality.

Claire notes that, to build strong programs with long-term sustainability, magnet schools must understand that using data is essential and develop data-collection methods that can be used feasibly by the staff.

Metis has worked with urban and suburban school districts for more than 20 years to develop magnet-school initiatives, helping them to obtain more than $100 million in federal MSAP funding and designing theme-based programs and innovative instructional models. These federally funded magnet programs are designed to fulfill voluntary desegregation goals.

Metis is also conducting magnet school audits for several cities that have opened magnet programs outside of the federal MSAP program, looking at the role they play in helping school systems meet their overall goals. In Baltimore County, for example, Metis is assessing not only effectiveness of magnet program implementation in schools, but also enrollment trends across the district, levels of community access to magnet programs, and the effectiveness of central administration in operating them. Researchers are conducting a series of community forums to gather input from parents and community members on these issues. A similar audit was conducted in Pittsburgh in which Metis researchers also examined enrollment and application trends, as well as community perceptions, quality of theme implementation, and impact of programs on student achievement.
