Julia Alemany

Julia Alemany

Senior Associate

Julia Alemany has extensive experience designing rigorous evaluation designs, conducting formative and summative evaluations, engaging stakeholders in strategic planning, and building clients’ capacity to use data effectively and in a meaningful way. Since joining Metis in 2004, Julia has directed numerous evaluations of P-16 education, youth development, mental health, child welfare, and substance abuse prevention initiatives. Throughout her professional life, Julia has gained valuable experience working with vulnerable and Spanish-speaking populations. Julia is a member of Metis's Institutional Review Board (IRB), and she holds a B.S. in Economics from Pompeu Fabra University in Barcelona, Spain and an M.S. in Social Research from City University of New York.

Claire Aulicino

Claire Aulicino

Senior Associate

Claire Aulicino is experienced in designing, conducting, and managing program reviews and evaluations of K-12 education initiatives in the areas of school choice, educational technology, STEM education, and out-of-school time programs, and she is equally adept at using quantitative and qualitative research methods within her evaluation projects. For the past 16 years, the primary focus of her work has been the evaluation of magnet and other special academic and choice programs. Claire earned a Bachelor of Arts in economics from Duke University and a master’s degree in Economics and Education from Teachers College, Columbia University.

Frances Schorr

Dr. Frances L. Schorr

Senior Research Scientist

Dr. Frances Schorr has more than 20 years of experience as a researcher, evaluator, and consultant in the fields of education, comprehensive community development, and child welfare. Her interests include program development, self-evaluation, and capacity building to help communities collect, interpret, and use data to improve outcomes for children and families. Since joining Metis in 1987, she has directed projects in the areas of family literacy, adult education, comprehensive community improvement, and foster care, concentrating most recently on youth transitioning from care. She holds a doctoral degree in educational psychology from Cornell University.

Michael Scuello

Michael Scuello

Senior Associate for Design and Analysis

Michael Scuello provides leadership in the areas of research methodology, data acquisition, and data analysis, including negotiating data sharing agreements and collecting data, conducting and supervising data file consolidation, ensuring data quality control, developing and executing data analysis plans, facilitating evaluation progress meetings, and preparing written summaries and presentations of evaluation findings. Michael holds a B.A. in Psychology (New York University, 1991), has completed doctoral-level coursework in Experimental Psychology (City University of New York), and currently serves as the chairperson and human protections administrator for Metis’s Institutional Review Board.

Jing Zhu

Dr. Jing Zhu

Senior Associate for Design and Analysis

Dr. Jing Zhu is a What Works Clearinghouse (WWC) certified reviewer, with strong expertise in research design, statistical analysis, data management functions, program evaluation, and grant writing. She is proficient in evidence-based research and various advanced analytical approaches, and she has worked extensively on large-scale datasets for impact studies of educational and social interventions. Jing has worked on many federal and statewide evaluation projects using randomized controlled trials and rigorous quasi-experimental designs and has applied the WWC procedures and standards to these evaluations. She holds a Ph.D. in Quantitative Research, Evaluation, and Measurement, and a M.A.S. in Applied Statistics, both from The Ohio State University.
